  1.                       STATEMENT OF UNDERSTANDING
  2.                                 BETWEEN
  3.                     THE EAST BAY AMATEUR RADIO CLUB
  4.                                   AND
  5.             THE EAST BAY CHAPTER OF THE AMERICAN RED CROSS
  6.  
  7.  
  8.                             ** FOREWORD **
  9.  
  10. The AMERICAN RED CROSS, henceforth known as ARC, chapters are
  11. responsible for establishing, coordinating and maintaining continuity
  12. of communications during disaster/relief operations whenever normal
  13. communication channels have been disrupted and/or overloaded.
  14.  
  15. The EAST BAY CHAPTER of the ARC, henceforth known as EAST BAY ARC, is
  16. the local Official Representative of ARC.
  17.  
  18. The AMERICAN RADIO RELAY LEAGUE, INC., henceforth known as ARRL,
  19. sponsors the AMATEUR RADIO EMERGENCY SERVICE, henceforth known as ARES,
  20. which is entrusted to implement the cooperation delineated by the
  21. STATEMENT OF UNDERSTANDING BETWEEN THE ARRL, INC. AND THE ARC, according
  22. to ARC # 2213, rev. August, 1982, section VII.
  23.  
  24. The EAST BAY AMATEUR RADIO CLUB, henceforth known as EBARC, is an
  25. affiliated ARRL amateur radio club and is the primary sponsor for the
  26. WEST CONTRA COSTA COUNTY AMATEUR RADIO EMERGENCY SERVICE, henceforth
  27. known as WCC ARES. WCC ARES is the local Official Representative of the
  28. ARRL's ARES.
  29.  
  30. The ARRL and the ARC have had cooperative Statements of Understanding
  31. on a national basis since 1940.
  32.  
  33.                              ** PURPOSE **
  34.  
  35. The purpose of this statement is to unambiguously state and define the
  36. EAST BAY ARC's and EBARC's local mutual responsibilities and purposes
  37. so that the commitment to long term continuity of cooperation may permit
  38. a more dedicated effort in the present and in the future.
  39.  
  40.                       ** METHOD OF COOPERATION **
  41.  
  42.                               -- EBARC --
  43.  
  44. EBARC recognizes that the EAST BAY ARC has a primary role to perform
  45. during disaster/relief operations for the benefit of the community and
  46. our fellow citizens. To this end, EBARC pledges support, as manpower
  47. and resources permit, to WCC ARES in the form of trained amateur radio
  48. operators, amateur radio equipment and amateur radio communication
  49. services in order to aid in both intra and inter-chapter communications
  50. needs of the EAST BAY ARC. In addition, WCC ARES will attempt to provide
  51. communications, as manpower and resources permit, for the EAST BAY ARC
  52. to local Emergency Operation Centers (EOCs), the County Offices of
  53. Emergency Services (OES), Region II OES, State OES (Sacramento), local
  54. hospitals, Alameda/Contra Costa Bloodbank, Salvation Army, ARC Shelters,
  55. and any other relevant communication points, if so requested.

  61.                       ** METHOD OF COOPERATION **

  64. EBARC will do all that it can to help recruit amateur radio operators
  65. and other volunteers who will meet the radio communication needs of EAST
  66. BAY ARC's Disaster Services Committee.
  67.  
  68. EBARC will furnish and install amateur radio communication equipment at
  69. the Richmond Service Center's Annex "B" communication room and insure
  70. that it is maintained in good working order. Such equipment shall remain
  71. the property of EBARC, unless so transfered by written contract.
  72.  
  73. EBARC shall maintain GENERAL LIABILITY INSURANCE at the sum of not less
  74. than one million dollars ($1,000,000.00) per occurance/aggregate. 
  75. EBARC will maintain equipment insurance for fire, theft, vandalism, etc,
  76. and will not hold EAST BAY ARC financially responsible, if such an
  77. incident should occur.

  79. EBARC shall maintain the communication room in Richmond Service Center's
  80. Annex "B" in a clean and orderly manner.
  81.  
  82. EBARC shall provide an EMERGENCY COORDINATOR or a duly appointed
  83. representative to attend all EAST BAY ARC's Disaster Communication
  84. Committee meetings.
  85.  
  86. EBARC will cooperate with EAST BAY ARC in all disaster tests, if so
  87. requested.
  88.  
  89. EBARC shall be allowed keys and access to their equipment through
  90. certain " Key Coordinators " agreed upon by EBARC and EAST BAY ARC.
  91.  
  92. EBARC activities such as meetings, tests and maintenance, etc, shall be
  93. coordinated in advance with the Richmond Service Center staff so that
  94. there will not be conflicts with, or interference to, other scheduled
  95. EAST BAY ARC activities in Richnond Service Center's Annex "B".
  96.  
  97. EBARC will supply an updated roster, upon request, to EAST BAY ARC's
  98. Communication Chairperson.
  99.

  102. EAST BAY ARC recognizes EBARC as the primary sponsor of WCC ARES and
  103. allows EBARC the use of Richmond Service Center's communication room in
  104. Annex "B" to set up and operate amateur radio communication equipment,
  105. store relevant supplies, hold meetings, tests and other functions as
  106. long as such activities do not conflict and/or interfere with EAST BAY
  107. ARC's prescheduled Annex "B"s activities. Any damages caused to the
  108. premises by EBARC will be the responsibility of EBARC.
  109.  
  110. EAST BAY ARC recognizes the importance of amateur radio emergency
  111. communications during times of commercial communication breakdowns
  112. and/or overload conditions that most often accompany disasters.

  118. EAST BAY ARC understands and recognizes the need to have in place, prior
  119. to the time of a disaster/relief operations, a fully functional amateur
  120. radio communication station, including outside antennas, in order to
  121. fulfill the essential communication needs of EAST BAY ARC's Disaster
  122. Services Committee.
  123.  
  124. EAST BAY ARC will allow EBARC to establish and maintain adequate amateur
  125. radio antennas at the Richmond Service Center as long as inconveniences,
  126. conflicts or interferences do not occur.

  128. EAST BAY ARC will not attempt to operate, damage or destroy EBARC's
  129. amateur radio equipment, supplies, antenna system, cables or any other
  130. equipment installed or stored at or connected to the Richmond Service
  131. Center's Annex "B" communication room. If such equipment, supplies,
  132. antennas or cables must be temporarily removed for reasons of building
  133. maintenance or another valid reason, the Richmond Service Center
  134. manager, or another duly authorized agent of EAST BAY ARC, will give
  135. adequate notification to the president, or another duly authorized
  136. agent, of EBARC in order to facilitate the safe relocation of said
  137. equipment, antennas, cables or supplies.

  139. EAST BAY ARC will, at no time, require members of EBARC to undergo ARC
  140. training as a necessary condition for this Statement of Understanding.
  141. EAST BAY ARC may, however, provide information regarding ARC's programs
  142. and training classes to members of EBARC and encourage members of EBARC
  143. to participate.

  145. EAST BAY ARC expects that EBARC will ensure that WCC ARES will provide
  146. an adequate activation methodology by EAST BAY ARC's Emergency Services
  147. Director, or another duly authorized agent, so that amateur radio
  148. operators will be available, in a timely manner, during disasters and/or
  149. disaster drills.

  152. IF AT ANY TIME, EITHER EAST BAY ARC OR EBARC NO LONGER FEELS THAT THE
  153. OTHER IS ACTING RESPONSIBLY WITH REGARDS TO THIS STATEMENT OF
  154. UNDERSTANDING, BOTH PARTIES SHALL MAKE ALL REASONABLE EFFORTS TO RESOLVE
  155. THE PROBLEM SO THAT BOTH VOLUNTEER ORGANIZATIONS MAY BEST BE ABLE TO
  156. MEET THEIR HUMAN SERVICE COMMITMENTS AND OBJECTIVES IN TIMES OF DISASTER
  157. AND/OR NEED.
